Jacksonville council approves Cintas service agreement and several routine measures

At the start of the meeting the clerk called the roll and confirmed a quorum. Alderman Scott moved to approve the minutes, and Lawrence Old Nettle seconded; the minutes were approved. Later in the meeting City Clerk Angela introduced a resolution for a service agreement with Cintas Corporation. Alderman Henry moved the Cintas resolution and Alderman Sorl seconded; the clerk called the roll and the motion carried with all recorded votes in favor.
Items bundled on the consent agenda and approved by recorded vote included the planning and public-works items and the utility items described to the council. Those items included a resolution authorizing the appropriation of motor fuel tax funds for the College Avenue South/Main Street Improvements Project (Section 10-00121-01-PV), approval of an intergovernmental agreement and bylaws for the Central Illinois Land Bank Authority (with Community Development Director Brian Nyberg named as the city representative to the land bank board), a resolution declaring Jacksonville Police Department special response team ballistic helmets surplus and authorizing their disposal, and authorization of utility payments including a partial pay estimate with Turner Painting and Construction for cleaning and painting the South "1.6 6 milliongal sledge storage tank" at the wastewater treatment plant and payments from the waterworks and sewage projects fund for improvement work.
In committee reports, Alderman Scott moved and Alderman Thomas seconded the second reading of an ordinance amending the zoning map to change the district classification of property at 1426 and 1428 West Lafayette Avenue to R5 with a special use; the council voted to adopt the ordinance on second reading. The meeting closed after brief remarks recognizing last weekend's Junth event and a motion to adjourn.
The council recorded votes for the Cintas resolution, the consent agenda and the zoning ordinance by roll call; the motions carried with recorded affirmative votes. The meeting adjourned after the business was completed.
