Council approves donated mosaic mural on South Pine Street; sealer left to artist’s discretion

The Nevada City Council unanimously approved on June 24 a proposal to install a donated mosaic mural titled "Flow" along a reconstructed retaining wall on South Pine Street. Planning Director Jessica Hankins told the council the project was vetted by the Public Arts Commission, which recommended approval after neighborhood outreach.
The artist, Miriam Morris, could not attend the meeting, but staff said the project would be installed in segments with community participation. Staff noted the city engineer is willing to waive the encroachment permit fee and recommended a penetrating sealer as a best practice for exterior mosaics. Commissioners who visited the neighborhood reported mostly supportive responses from residents.
Council members, however, amended the recommended conditions so that the sealer would not be mandatory. "Artists know their medium best," Council Member Danielle said, supporting an amendment to remove the sealer requirement subject to staff discussion about future maintenance; the council approved the motion and an amended motion to accept the Public Arts Commission recommendation and the amended conditions.
Neighbors and local organizations spoke in favor: Lynn (Chamber) praised the project’s role in connecting Seven Hills and downtown; public commenters described Miriam’s prior work and urged approval. The council also noted maintenance and anti-graffiti concerns; some members urged planning for future upkeep since the city will assume maintenance responsibilities over time.
Next steps: Staff will finalize encroachment-permit paperwork, confirm maintenance responsibilities and schedule installation with the artist. The council’s vote cleared the way for the donation and community installation to proceed.
