Holstein council approves FY27 General Fund budget, sets hearings on tax levy and property sale

On Feb. 24, 2026, the Holstein City Council approved the city’s Fiscal Year 2027 General Fund budget and set two public hearings: one on the proposed FY27 property tax levy for April 2 at 5:00 p.m. and one on the proposed sale of city property for March 10 at 5:00 p.m.
Mayor Kathy Breyfogle called the meeting to order at 5:00 p.m. and the council took a series of unanimous votes. Councilperson Steve Tiefenthaler moved to approve the consent agenda, which included the minutes of the Feb. 10 regular meeting and a slate of claims; Councilperson Terri Schimmer seconded the motion, which passed with Ayes: Bonnie Stevenson, Marcus Prell, Steve Tiefenthaler, Mike Johnson and Terri Schimmer. The consent agenda included vendor and project payments and invoices that the City Administrator reported totaled $44,466.10.
The council then discussed the General Fund Budget and the proposed FY27 property tax levy. Councilperson Marcus Prell moved to approve the FY27 General Fund Budget; Councilperson Mike Johnson seconded. The motion passed unanimously (Ayes: Stevenson, Tiefenthaler, Prell, Johnson, Schimmer).
Following the budget approval, Councilperson Steve Tiefenthaler moved and Councilperson Bonnie Stevenson seconded a motion to set a public hearing on the proposed property tax levy for April 2 at 5:00 p.m.; the motion passed unanimously. Councilperson Terri Schimmer moved and Councilperson Mike Johnson seconded a motion to set a public hearing on selling city property for March 10 at 5:00 p.m.; that motion also passed unanimously.
During the Citizen Forum, Dave Scott and Martha Boyle spoke to the council; the meeting record notes they spoke but does not specify the content of their remarks. The City Administrator reported the receipts and bills approved on the consent agenda by listing vendors and amounts in the meeting record.
Councilperson Marcus Prell moved to adjourn the meeting; Councilperson Steve Tiefenthaler seconded and the motion carried. The meeting adjourned at 5:51 p.m.
The council’s next formal step on the property tax levy will be the public hearing scheduled for April 2 at 5:00 p.m.
