Council Member Daniel presented a new, city-maintained database that compiles Greenfield building-permit records back to 2011 and said it will be used to produce regular quarterly trend reports for planning staff and council.
"We totaled at 20 new permits, new construction permits for the year," Daniel said, noting a fourth-quarter uptick with eight new permits. He said the dataset highlights the pandemic-era surge and subsequent decline, and that staff will mark notable local events on the trend charts to help interpret shifts.
Council members asked whether accessory dwelling units (ADUs) and outbuildings were included. Daniel said ADUs were counted this year as dwellings and that outbuildings could be added to the database on request. He clarified that the value shown on the unprinted sheet was the declared or permitted value—not assessed value—and that the permitted valuation on that sheet was roughly $10 million.
Daniel said commercial permits for the year remained at zero on the new-construction sheet but that staff would begin tracking commercial activity separately as it begins to appear in permit filings.
The council agreed it would welcome brief quarterly updates and that staff would share the underlying spreadsheet and charts used to generate the report. Daniel said he would bring the report back on a cadence the council prefers.
