East Rockhill board adopts $8.18 million 2025 budget, fixes tax and sewer rates

The East Rockhill Township Board of Supervisors unanimously adopted the township’s final 2025 budget of $8,178,812 in revenue and $8,178,812 in expenses at its Nov. 26, 2024 meeting.
The three-member board — Supervisor Chairperson Dave Nyman, Vice-Chairperson Gary Volovnik and Supervisor Jim Nietupski — also approved several resolutions that implement parts of the budget. The board set the 2025 real estate tax rate at 8.725 mills for general purposes, plus 1.0 mill for fire protection, 1.26 mills for building debt service and 1.25 mills for capital improvements. The board set the street-light assessment at $45.00 per designated property for 2025 and adopted the fee schedule for 2025 as presented.
The board adopted Resolution 2024-14 setting quarterly sewer rates for residential customers at $175.00 effective Jan. 1, 2025 and $205.00 effective Jan. 1, 2026; the nonresidential quarterly rates were set at $192.50 for 2025 and $222.50 for 2026.
Township Manager Marianne Hart Morano presented the budget after a public review period; the manager’s budget message and the advertised preliminary budget had been posted on the township website and no public comments were received on the advertised budget prior to the vote. On the employee manual, the board adopted Resolution 2024-15 adopting the November 2024 Employee Manual contingent on reinstating an explicit Board of Supervisors authority described on page 44.
All votes described above passed on motions moved and seconded by Supervisors Nietupski and Volovnik, with all three supervisors voting in favor.
The board also authorized staff to advertise 2025 meeting dates and authorized an electric generation contract with IGS Energy for 24 months at the quoted kWh rates effective January 2025. A separate motion authorized the solicitor to advertise an ordinance to allow a proposed General Obligation Note per the Quakertown National Bank proposal; that motion likewise passed unanimously.
The board said the budget and rate decisions will take effect as specified in each resolution and that staff will publish the adopted documents and rate tables on the township website.
