Shorewood council adopts citywide Subdivision Ordinance to clarify development rules

The Shorewood City Council adopted Ordinance 617 July 14, revising Title 900 (Public Right-of-Way and Property) and Title 1200 (Zoning and Subdivision Regulations).
Planning Director Griffiths told the Council the rewrite reorganizes the code, removes redundant or conflicting language, and aligns regulations with the Comprehensive Plan and current City practice. He said the ordinance is intended to clarify procedures rather than make substantive policy changes since the version that was tabled in April.
"The Subdivision Ordinance would apply city-wide, but realistically would apply to properties that have development potential," Griffiths said, adding that he believes about 14 properties could produce substantial development scenarios — roughly 212 possible connections to City water.
Councilmembers voted to remove the item from the table and approve the ordinance; they then approved Resolution No. 25-064 to authorize summary publication of the ordinance.
The amendment process included public meetings and Council direction, according to staff. Council discussion touched on municipal-water implications and how financing for public improvements commonly is handled by developments rather than through the ordinance itself; Planning Director Griffiths said financing mechanisms were outside the scope of the ordinance.
The ordinance and the summary publication resolution passed on roll call votes; the minutes record that the motions passed but do not specify the numeric vote tallies. The City will publish a summary as authorized by Resolution No. 25-064.
