Jay County approves submission of 2026 INDOT transit grant for Lifestream Services

The Jay County Commissioners on May 12 approved documents to submit a 2026 operating and capital grant application to INDOT for Lifestream Services, the county’s transit provider. Kevin DeCamp, project manager for Lifestream, told the board the application package includes FTA assurances, required certifications, the proposed 2026 budget, pass-through agreements and labor documents tied to more than $800,000 in federal funds administered by INDOT.
President Chad Aker and commissioners unanimously approved a motion by Doug Horn, seconded by Duane Monroe, to file the grant documents as presented. DeCamp said the nomination by the county transportation manager also recognized Jay County’s long-term participation in the program.
Why it matters: the award, if approved by INDOT, would fund regular transit operations and capital items included in the submitted budget and agreements. Commissioners did not vote on specific project line items in public session; approval was to submit the application package for INDOT consideration.
The board did not announce a timeline for INDOT’s decision. The next procedural step will be INDOT review of the submitted application and any subsequent grant award notices to the county.
