Summary

Local Flood Protection maintenance contract: The Council authorized the Mayor to award a five-year Routine Maintenance Contract for the Local Flood Protection Project to Premier Landscaping LLC of Thomaston, Connecticut, for $517,000, with funding from Post-Closure Activities, the Naugatuck River Levee, and city-owned detention ponds.
WPCA generator purchase: Acting as the WPCA, the Council accepted a quote from Tower Generator System, LLC for a replacement 20 kW generator for Willow Brook Pump Station in the amount of $42,869 to be paid from Fund 490.
Contingency fund authorization: The Council approved expenditure of up to $16,290 from the contingency fund to cover expenses associated with the Torrington Intermediate School roof repair referendum held March 24, 2026; Deputy Comptroller Erika Crowley said the contingency fund balance remains $175,000.
Other: The Council accepted the March 16, 2026 meeting minutes (one recorded abstention by Councilor David Oliver) and adjourned at 8:37 p.m.
