Danvers Planning Board previews Housing Production Plan, Open Space plan and zoning amendments

Planning staff updated the Town of Danvers Planning Board on several planning and regulatory items at the Jan. 27 meeting.
Staff reported a near‑final draft of the Housing Production Plan (HPP) and noted that Planning Board acknowledgment and Select Board approval are required before the plan goes to state review; a public discussion was scheduled for Feb. 24. The Open Space & Recreation Plan (OSRP) follows a similar local review and acknowledgement process.
The board previewed upcoming zoning amendments: a citizen petition would allow pet daycare in R1, R2 and R3 residential districts by special permit; a Section 37 signage cleanup would adjust size and height standards to reduce unnecessary variances to the Zoning Board of Appeals. The Endicott Street Visioning Project was described as grant‑dependent — the goal is to hold public workshops and later propose zoning changes for the Liberty Tree mall corridor — and a board member (Nova Samodai) asked whether the project would proceed without grant funding. Staff said they would assess next steps if grants are not awarded. The Lighting Bylaw was noted for later discussion in 2026 with possible adoption at the Feb. 2027 Special Town Meeting.
The board also accepted the minutes from its Jan. 13 meeting and confirmed logistical assignments for the Feb. 10 meeting (Chair Louis George to be away; Jean Hartnett to serve as Acting Chair and Michael Decoulos as Acting Clerk). The meeting adjourned at 8:22 p.m.
