Treasurer Sharon told the council that “the levy can be lowered but it cannot be increased at this time and our Levy increase percent is 5% this year,” and presented the final budget figures. The council approved the general fund budget as presented; staff cited a final general‑fund budget amount of $2,058,466.
Council discussed levy impacts in light of reserve preservation and inflationary pressures on operating costs (labor, fuel, supplies). Sharon explained that without the 5% increase the city would draw down reserves the council maintains for emergencies.
By motion and second the council approved the final budget resolution (packet reference 2024‑2421) and the levy certification resolution (packet reference 2024‑2422). Multiple routine resolutions and liquor‑license items were also approved in sequence.
Council member John announced the city’s financial officer is resigning at the end of December; the council said it will solicit quotes and candidate information from CPAs and expects to appoint a replacement at the January meeting.
The budget motions and the related resolutions were approved by the council during this meeting.
