Grant City Council orders feasibility reports for two neighborhood road projects

Grant City Council voted on June 12 to declare petitions adequate and to order feasibility studies for two neighborhood road projects under Resolution 2025-10, staff said.
City Engineer Brad Reesec told the council that the city follows Minnesota Statute 429 and that Grant's local policy generally requires petitions signed by at least 50% of affected residents before the city will order a roadway project petition. "Our road policy follows Minnesota State Statute 429," Reesec said, and added the city typically begins with neighborhood meetings to explain potential costs and procedures.
Reesec described what a feasibility report will include: a detailed survey and map of the street, roadway cores to determine pavement and base depth, and a "mock assessment" that estimates project costs and per-property assessments based on the number of buildable units in the project area. After the feasibility report is completed, Reesec said, staff holds another neighborhood meeting to review findings and gauge whether residents want to proceed to a public hearing.
On the petitions under consideration, staff reported the petition from the Great Oaks Trail North neighborhood was signed by all affected residents (reported as 100%), and the petition for 66th Street North had signatures from nine of the 10 residents living along the segment. Staff asked the council to adopt Resolution 2025-10 to declare the petitions adequate and to order preparation of the feasibility reports; a motion to approve the resolution was made and seconded. The transcript records roll-call assent from the council and the mayor.
If the council accepts the feasibility report after it is returned, Reesec said the next steps are a public hearing to confirm resident support (the city prefers more than 50% of property owners in favor), ordering plans and specifications, soliciting competitive bids and, if appropriate, awarding a contract to the lowest responsive bidder. Reesec cautioned that final assessments can change after detailed bidding and that larger projects sometimes require bonding or other financing.
The council directed staff to prepare the feasibility reports; staff will return with the reports and proposed next steps, including any public-hearing dates and assessment figures.
