Waterford Conservation Commission approves two draft permits, seats alternate member

At its Feb. 12 meeting the Waterford Conservation Commission seated alternate David DeNoia, approved the Jan. 22 minutes, and voted to approve two draft permits: C-25-15 for new construction at 33 Kenyon Road (Congregation Beth-El, Inc.) and C-26-01 for temporary access to excavate soil test pits at 11 Country Club Drive (Adams Builders).
Richard Muckle, chairman of the Waterford Conservation Commission, called the Feb. 12, 2026 meeting to order at 6:32 p.m. in the auditorium of Waterford Town Hall. He noted that David DeNoia was seated as an alternate in place of absent member Keith Kriet.
The commission approved the Jan. 22, 2026 meeting minutes on a motion by Member Tali Maidelis, seconded by Member David Lersch. The vote was 4-0-1, with Member Ivy Plis recorded as abstaining.
The commission then reviewed two draft permits. The first, C-25-15, concerns new construction at 33 Kenyon Road; the owner/applicant is Congregation Beth-El, Inc. of New London. On a motion by Maidelis, the commission approved the draft permit as written by a 5-0 vote.
The second, C-26-01, requests temporary access to excavate soil test pits in an upland area at 11 Country Club Drive; the owner/applicant is Adams Builders. Maidelis again moved to approve the draft permit as written, and the commission voted 5-0 to adopt the permit.
The commission recorded that there were no new applications, no violations discussed, no other business, and no correspondence received at the meeting. Member Maidelis moved to adjourn at 6:37 p.m.; the motion, seconded by Alternate David DeNoia, passed 5-0.
Staff present included Maureen Fitzgerald, Environmental Planner, and Recording Secretary Cassandre Grote. No public comments or contested items were recorded in the minutes.
