Staff and the fleet ad hoc committee said the FY27 request of $1 million anticipates rising needs (projected to $1.5 million in FY28) because of high‑cost vehicles such as fire apparatus and refuse trucks. The committee has funded a refurbishment to extend service life on at least one asset and is reviewing the fleet to identify refurbish vs. replacement choices.
Recreation staff presented a plan for an amphitheater/stage at Waterford Beach Park and estimated a total project cost in the $250,000–$350,000 range for landscaping and staging. In light of broader budget pressures, one selectman moved to remove $30,000 from the amphitheater planning line; the board debated and carried out the voice vote on that amendment during the CIP discussion.
Board of Education representatives requested $200,000 to resurface rubberized playground surfaces at three elementary schools over a multi‑year schedule. Library officials reported an active leak in the community center/library roof with ongoing patching; staff and selectmen discussed whether the library endowment could help fund an eventual roof replacement.
The board approved the overall FY27 current capital request and related transfer items, authorized the first selectman to transmit CIP recommendations to the board of finance and RTM, and ratified the five‑year plan before adjourning.
