Greer City Council on June 23 approved a cooperative agreement with Greenville County that preserves the city’s urban-county status with the U.S. Department of Housing and Urban Development and designates the Greenville County Redevelopment Authority to administer any resulting federal funds.
"This is between Greenville County and GC," Planning and Development staff member Mr. Cahill said, explaining that the agreement formalizes the county’s role in managing community development funding on behalf of Greer and continues the existing arrangement through the next three federal fiscal years. Staff noted the agreement includes an auto-renew option in 2029 that the city may opt out of.
The measure was presented as a final reading (Resolution 15-2026). Council members asked only clarifying questions; Francisco Arnaz from the county’s redevelopment entity was present to answer technical questions. Miss Duncan called the roll and all council members present voted yes, carrying the resolution.
Why it matters: remaining part of an urban county arrangement preserves Greer’s access to HUD-administered community development funds that can support housing, infrastructure and community projects. By continuing the cooperative agreement and naming the county redevelopment authority as the agent, Greer ensures a stable administrative path for any grants it receives under the program.
The council moved on after the unanimous vote. The agreement will continue under the same operational approach as the prior term, with the opt-out/renewal decision available in 2029.
