During the July 21 meeting the Lake City City Council discussed incentives to recruit police officers, including raising the hiring bonus and eliminating the moving expense stipend.
Council considered increasing the hiring bonus to $10,000 for officers who are certified and $15,000 for the chief of police, while removing the moving stipend. The council did not adopt a policy at the meeting; instead it directed staff to contact the Iowa League of Cities for clarification and examples of hiring-bonus agreements for consideration at the next council meeting.
Council members also reviewed recruitment-ad examples and judged that a paid ad sample from the Phoenix was unlikely to reach the targeted market for the cost involved. The council deferred final action on franchise fees until updated financial information is available. No formal motion to change the hiring-bonus policy was made; the item remains at the research and staff-direction stage.
