The consultant HKGI was cited as having met expectations during earlier work, and presenters asked the city to cover roughly half of an initial $51,000 project piece while assigning a city representative to the steering committee.
When asked how much the county had already budgeted, Mitch said the county included $30,000 in its 2025 budget and that the county intends to use PILT (payment in lieu of taxes) funds rather than the general fund. Mitch also said the county has not yet spent those funds for the project. Councilors pressed on maintenance and long‑term staffing, warning that volunteer labor and one‑time construction grants often leave communities with deferred maintenance costs.
Councilors discussed structure for the steering committee — a suggested composition included two city council members and a park‑board representative — and asked for clearer joint‑powers language and responsibilities before approving a final application for regional designation. Several members said they wanted to remain “at the table” for planning and to ensure maintenance, operations and programming are defined before committing capital.
After extended discussion, the council agreed to be part of the planning process and to support hiring HKGI for additional study, but members set the question of a city cost share aside as unfinished business. Councilors asked staff to obtain a detailed accounting of the county’s PILT balance and to return with clarified joint‑powers language and a recommended financial structure at the next meeting.
