Danvers Conservation Commission issues Certificates of Compliance for 9 Doty Avenue and 367 Maple Street

The Town of Danvers Conservation Commission voted unanimously Feb. 12 to issue Certificates of Compliance for two properties, allowing one applicant to proceed with a Chapter 91 license amendment and formally closing out stormwater conditions for another.
At 9 Doty Avenue (DEP File #14-1341), applicant George Vernon, represented by Bill Manuel of Wetlands & Land Management, sought a certificate for after-the-fact modifications made following his purchase. The commission noted a special condition requiring at least 22 inches of water under the float; a site visit confirmed about 48 inches at low tide. Commissioners said the pier was shortened to reduce gangway steepness at low tide and that the work occurred prior to the original Order of Conditions issued in 2020. Commissioners also noted the Army Corps permit and a Chapter 91 license amendment were pending, and DEP Waterways requires the local Certificate of Compliance before issuing an amended Chapter 91 license. Lorraine Drapek moved to issue the Certificate of Compliance; Paul McNulty seconded. The motion carried, 5-0.
For 367 Maple Street (DEP File #14-1391), National Veterinary Associates, represented by Caitlin White of Hancock Associates, requested closure of an Order of Conditions issued in 2022. The commission found construction largely complete, with stormwater features installed and the site stable; a proposed building addition remains, likely for funding reasons. The commission noted a prior partial Certificate of Compliance was issued in 2024 and that Conditions 15, 16 and 17 will be recorded at the registry of deeds and remain in effect in perpetuity. Michael Splaine moved to issue the Certificate of Compliance with those conditions; Peter Wilson seconded. The motion passed unanimously.
In other business, the commission approved minutes from its Jan. 22 meeting by unanimous vote and canceled the Feb. 26 meeting due to lack of new agenda items. The commission adjourned at 7:20 p.m.
