Danvers panel issues Order of Conditions for pier piling replacements at 7 Chevalier Avenue

The Town of Danvers Conservation Commission on Jan. 22 voted unanimously to issue an Order of Conditions for work at 7 Chevalier Avenue (DEP File No. 14‑1448), authorizing replacement of four deteriorated piles on an existing licensed pier on the Porter River.
Applicant Joseph Rocco was represented by Devin Tabor of Lucas Environmental. The proposal calls for Greenheart hardwood pilings (untreated, environmentally friendly) to replace the existing piles. Contractor Smith Marine will perform the work from a barge, installing one pile at a time at appropriate tides; the work was estimated to take about one day. The commission recorded that a site visit took place on Jan. 8, 2026, and that a stormwater permit application was filed Jan. 21, 2026.
Commission discussion focused on installation methods, environmental impacts, and necessary permits. The minutes note that the Chapter 91 license for the pier has been renewed and that an Army Corps federal maintenance permit will be required. Two residents—Jim Bartlett of 8 Chevalier Ave. and Paul Kevin of 5 Hussey Ave.—spoke in favor of the project.
A motion to close the public hearing was made by Paul McNulty and seconded by Lorraine Drapek; a subsequent motion to issue an Order of Conditions with additional conditions (requiring the stormwater permit and Army Corps approval) was moved by Michael Splaine, seconded by Peter Wilson, and approved 5–0. The Order conditions link final authorization to receipt of any outstanding state or federal approvals.
The commission also accepted the minutes of Jan. 8, 2026 and scheduled meetings on Feb. 12 and Feb. 26, 2026. The meeting adjourned at 7:42 p.m.
