Grant City Council approved a staff recommendation to self-finance the Norwood Drive Street Improvement project rather than issue bonds, a move staff said will save the city on bond issuance costs and put city reserves to temporary use.
City Engineer Brad told the council the project had gone through the special assessment process and that Resolution 20248 declared the total improvement cost at $219,800. He said the project is funded by special assessments plus city street maintenance dollars and that staff had previously self-financed similar, smaller projects to avoid the expenses of issuing bonds.
Brad said special assessments are expected to cover a large portion of the project and cited an expected resident prepayment rate of roughly 20%–25%, which he and staff estimated would leave the city’s self-financing obligation at about $176,000 after prepayments. "If we do get that 20% the self bonding would be around $176,000," he said.
Council members discussed the city's prior experience with self-financing, noting larger projects in 2019–2020 were bonded, while smaller projects were handled from reserves. Treasurer Sharon’s research was cited for the approximate prepayment rate. After discussion, a motion that the council determine to self-fund the Norwood Drive project was moved and seconded and carried by roll call.
The council did not adopt an alternate schedule or bond issuance at this meeting; staff will proceed with internal financing and return with any necessary next steps or implementation details.
