Lamont council approves sale of city lot, buys used ambulance and adopts FY22 wages

Mayor Mary Ann Dozark called the Lamont City Council to order at 7:00 p.m. on June 9. The council unanimously approved the consent agenda, which included the June agenda, May minutes, bills, May receipts and the May treasurer’s report.
During a public hearing on the sale of city-owned property at 330 Pine Street, no written or oral comments were received. Councilmember Behrens moved to approve the sale; Councilmember Devlin seconded and the motion carried as Resolution 21-14.
Fire Chief John Cook presented a proposal to replace the department’s aging ambulance. The council approved purchase of a 2005 Chevrolet ambulance from the Strawberry Point Fire Department for $20,000 to replace a 1992 Lifeline vehicle.
The council reviewed financial reports showing May expenditures totaling $40,048.64 and May receipts of $30,257.96. The reports listed line-item expenditures across general, road use, water, sewer, landfill and stormwater funds; the Buchanan County Sheriff’s Department reported 44.83 hours of service in May.
By motion the council certified delinquent city service bills to property tax for collection (Resolution 21-15) and adopted employee wages for fiscal year 2022 (Resolution 21-16). Councilmembers also approved a cigarette sales permit for Quick & Handi III.
Councilmember Behrens moved to set a public hearing for July 14, 2021, at 7:00 p.m. to consider a Community Development Block Grant (CDBG) exterior home-improvement application and a Community Development Housing Needs Assessment; the motion carried as Resolution 21-17.
Discussion of a proposed sidewalk ordinance focused on fair enforcement for both businesses and residences; the council voted to table further action until the next meeting. The council also reviewed a reported dog-bite incident and, citing City Code 55:09 (vicious dogs), voted to send a letter directing the dog owner to remove the animal from city limits.
The meeting adjourned at 8:10 p.m.
