Lamont council approves consent agenda, adopts MJHMP and passes two resolutions

At its Sept. 8 meeting the Lamont City Council approved the consent agenda, accepted ARP funds, adopted the Multi-Jurisdictional Hazard Mitigation Plan, approved the FY21 Street Finance Report (Resolution 21-24), and certified delinquent bills for tax collection (Resolution 20-25).
The Lamont City Council on Sept. 8, 2021 approved routine financial items, adopted a hazard mitigation plan and passed two resolutions, according to the meeting minutes.
Mayor Mary Ann Dozark called the meeting to order at 7:00 p.m. The council approved a consent agenda—covering the September agenda, August minutes, bills, receipts and the treasurer’s report—on a motion by Councilmember McTaggart and a second by Councilmember Burington; the minutes record the vote as all ayes.
The minutes include a detailed list of August payroll and vendor payments, which total $41,894.81 across funds (General $9,485.37; Road Use Tax $2,250.32; Trust & Agency $1,237.81; Local Option Sales Tax $3,376.79; Water $17,908.42; Sewer $2,772.39; Landfill $4,863.71). The council also recorded August receipts of $72,798.90, including $34,051.91 from the first tranche of American Rescue Plan funds.
Councilmember Burington moved and Councilmember McTaggart seconded to approve the FY21 Street Finance Report; the item passed as Resolution 21-24. Later, Councilmember McTaggart moved and Councilmember Devlin seconded to approve Resolution 20-25, certifying delinquent city service bills to be placed on property tax rolls for collection; that motion also carried.
Additional administrative notes in the minutes: Fireman Joe Opperman reported five medical calls since the prior meeting; Councilperson Lamphier said he attended an E911 & EMS Commission meeting where the MJHMP was reviewed; and the BuyIt@OCIO grant program was used to order Dell equipment. The minutes also recorded preliminary 2020 census results showing Lamont’s population declined to 429, down 32 residents (-6.9%), a change that may affect formula-driven revenues such as Road Use Tax and Local Option Sales Tax.
Councilmember Devlin moved and Councilmember McTaggart moved to adjourn at 7:50 p.m.; the motion carried.
