City presents CAPER for HUD CDBG Program Year 2025; council receives public comment, no action taken

Christine Howe, the city's grants manager, presented the City of Pocatello's CAPER for Community Development Block Grant program year 2025 and answered council questions during a public hearing required by HUD.

Howe said the city's PY25 entitlement from HUD was $380,283 and that the program funded activities consistent with the city's five-year consolidated plan: 25 homes assisted through the housing renewal program; matching funds for a lead-hazard and healthy-homes effort that assisted 12 units (total lead-program investments reported at more than $585,000); neighborhood sidewalk work including repair in the 200 block of West Young Street and assessment/repairs in Old Town; and roughly $55,300 in public-service subrecipient awards supporting transit tickets/case management, youth programming, case management, dental services and emergency assistance. Howe reported the CAPER had been published June 3, made available to the public and no written comments had been received before tonight.

Council members asked about the HUD allocation and the five-year consolidated-plan cycle. Howe explained HUD's entitlement allocation varies by federal budget and formula; PY25 was roughly level-funded at $380,283 and the five-year plan for the city runs through March 2027. The hearing record will be included in the CAPER submitted to HUD, and staff said any comments received tonight would be summarized in the CAPER before submission.

No council motion was required and none was made; the public hearing was closed with the record to be included in the CAPER sent to HUD.
