Pocatello council approves franchise extension, fireworks code changes and several agreements

The Pocatello City Council approved a package of ordinances, contract amendments and lease agreements during its regular meeting.
Ordinances: On final reading the council granted Intermountain Gas Company a 20-year franchise extension to construct, maintain and operate a gas transmission and distribution system in city rights-of-way. Council also adopted an amendment to Chapter 15.10 of the Pocatello Municipal Code tightening definitions and procedures for safe-and-sane fireworks sales and discharge, and adding a new dangerous-fireworks infraction provision.
Agreements and leases: Council approved amendment No. 2 to the Land Group agreement for Pocatello Creek Interchange landscaping to increase the contract sum from $112,486.25 to $142,361.25 to accommodate scope changes requested by the Idaho Department of Lands; funding was identified from an FY23 Western States Fire Managers Grant. Council also approved two airport lease actions: a one-year $1 rent extension and construction-date extension for Idaho Inline Hockey and a five-year lease with Bravo 6 Flight Academy for roughly 2,600 square feet at $1,372.48 per month with CPI adjustments.
Transportation and land-use approvals: The council authorized a state/local agreement with the Idaho Transportation Department for the South 5th Avenue pedestrian improvement project and authorized a $3,000 payment for the state's administrative expense to be credited toward the city's match. A short plat application for 3939 Hawthorne Road to subdivide .40 acres into three lots passed with staff conditions, including a deferred maintenance agreement for sidewalk improvements.
Animal services: The council approved a pet-licensing service agreement with DocuPet to provide online licensing, mail reminders and on-demand tag fulfillment; the animal-services manager said the city will retain licensing revenues and that in-person and cash sales will remain available.
Votes: Each item was adopted by roll-call vote after staff presentation and brief council discussion. The items will proceed to implementation under the departments identified in the staff reports.
What to expect next: Staff will finalize contract documents and, where applicable, proceed with project design and grant compliance steps. The pedestrian project will move forward with state coordination, and the DocuPet system will begin implementation with waived setup fees per the vendor arrangement.
