Lake City Council accepts Police Chief Gray’s resignation, asks Calhoun County sheriff to draft coverage contract

The Lake City City Council on June 23 accepted the resignation of Police Chief Gray, effective July 4, 2025, and directed steps to fill the vacancy while exploring a contract with the Calhoun County Sheriff’s Office to provide police protection and administrative services.
Mayor Mike Schleisman presided over the special session called to order at 5:00 p.m. Council member Daniel moved and Council member Wilson seconded a motion to accept Police Chief Gray’s resignation; the motion passed on a roll-call vote with Bruns, Daniel, Gorden, Vogt and Wilson voting Aye. The council recorded Police Chief Gray’s reason for requesting a closed session and later approved the chief’s statement for that closed discussion before returning to open session at 5:26 p.m.
The council named Council members Wilson and Gorden to a hiring committee for officer interviews and instructed the Interim CA (as recorded in the minutes) to post the Police Chief position on the city website, the city Facebook page, the city board and the Iowa League of Cities. The resignation’s effective date of July 4, 2025 was specified by the council vote.
Council members met with Calhoun County Sheriff Pat Riley during the same session to discuss possible county-provided police protection and administrative services, including estimated costs, coverage, contract terms and Officer Nachampassak’s schedule. After that discussion, Council member Vogt moved and Council member Daniel seconded a motion directing Sheriff Riley to draw up an administrative services and protection coverage contract; the motion carried on a unanimous roll-call vote. The minutes state the draft contract will be reviewed by county and city attorneys and taken to the Calhoun County Board of Supervisors and the Lake City City Council for approval at their next meetings.
The council adjourned at 6:35 p.m.; the next regular meeting is scheduled for Monday, July 7, 2025, at 5:00 p.m.
Actions recorded at the meeting were procedural and personnel decisions: entering and exiting a closed session under Code of Iowa Section 21.5, accepting a resignation, assigning a hiring committee and requesting a proposed intergovernmental services contract from the county sheriff’s office. No binding county-level contract was approved at the meeting; any county proposal requires separate approval by the Board of Supervisors and a future city council action.
