The Independence City Council convened a special meeting March 23 to open a public hearing on the proposed property tax levy for fiscal year 2027 and to conduct budget-related business, the council chair said.
The chair told attendees the levy notice that was published in the newspaper reflects the maximum levy the council is required by law to publish, not the actual levy the council plans to adopt. "The levy that was published in the paper is the max levy that we're required by law to publish. That's the maximum amount we could levy if the council chose to. That is not what we're doing with the budget," the chair said. The chair added the adopted budget is expected to represent a decrease from prior levels and that no written public comments had been received before the meeting.
Before opening the hearing, the council approved the meeting agenda by voice vote; the chair recorded the motion as passing 6-0. After inviting public comment and receiving none, the chair closed the public hearing and a motion to adjourn carried by voice vote, also recorded as 6-0. The chair said remaining budget items would be addressed at upcoming meetings.
The session was procedural and limited to the hearing and routine motions; no levy was adopted or voted on at this meeting.
