Council members then discussed the city’s complaint process for code‑enforcement matters and asked staff to circulate a clear explanatory email that includes how legal billing is generated and what follow‑up the council can expect. The city attorney agreed to be copied and to offer comparisons with typical practices in similarly sized cities.
At the end of the open session the council voted to enter closed session under Minnesota Statute 13D.05 subsection (3)(b) to discuss attorney‑client privileged communications concerning pending litigation titled 'Aluca versus Grant,' court file number 82‑CV‑25‑3834. The council said it will return only to adjourn.
