Council endorses piecemeal approach for Rice Park restroom after failed contractor bids

Granite Falls City Council received an update on the Rice Park restroom project and endorsed a shift from single-general-contractor bids to a phased, quotes-based procurement approach.
Staff said repeated attempts to award the project as a whole drew no interest from general contractors and presented a plan to break the work into separate trades (brickwork, plumbing, electrical, etc.) and seek at least two quotes per task. The city has submitted a request to the Granite Falls Area Community Foundation for an additional $40,000 to support the project, staff said.
Staff described the restroom as roughly 12-by-16 feet and noted previous whole-project estimates of about $240,000. To reduce markup and make the work more attractive to local contractors, staff recommended city-managed, phased procurement with John and city crews overseeing coordination. Local contractors had advised staff that the piecemeal approach would attract interest, staff said.
Council members endorsed the plan and asked staff to proceed with quotes and coordination with local contractors; no formal vote was required on the procurement approach. Staff will report back with quotes and a recommended procurement schedule.
Next steps: staff to pursue foundation funding, obtain quotes by trade and coordinate construction oversight to limit contractor markup.
