Council hires interim administrator and approves facility-use agreement

Goodhue — The City Council voted July 24 to hire Lisa Bretta Penning as interim city administrator, effective July 29 and provisionally through the end of the year.

The council approved a motion to hire Penning at the meeting. “She is ready to start on Monday July 29th,” the mayor said. Council members said the interim appointment will give leadership continuity while they evaluate whether to make the position permanent or open a recruitment process later in the year.

The council also approved a standard facility-use agreement intended to protect the city when nontraditional groups or businesses use municipal facilities. The agreement includes a commercial general liability insurance minimum of $1,500,000 per occurrence. Councilmembers discussed waiving the insurance requirement for small private events (for example, birthday parties) and delegating waiver authority or practical decisions to the city administrator or council depending on the circumstance.

The meeting also produced two administrative items: approval of a proposed organizational chart to clarify reporting lines and an instruction to continue onboarding the interim administrator and introduce her to regional peers. The council agreed to review the interim appointment and possible permanent hiring at the end of the year.
