Council approves sewage and street repairs, authorizes claims and contractor work

The Good Thunder City Council voted to approve multiple sewer and street repairs and related bills during its regular meeting. Council members approved submitting a $3,600 claim to Excel to seek reimbursement for emergency sanitary sewer repairs and discussed a larger invoice from Chambers for sewer work that the packet lists as the bulk of recent charges (council cited approximately $66,000 as the portion attributable to repairs). The Chair said the claim should be submitted to see whether any reimbursement is possible.

Council approved contracting for WW1 blacktop patching work and for targeted street repairs tied to upcoming chip-seal work; staff said the work will address priority locations and that the quoted figure for the combined patching is about $10,700. Staff cautioned that estimates could change if work is postponed until next year, and members discussed coordinating patching with alleyway projects to avoid rework.

Council also approved a manhole infiltration repair at the lagoon area where stormwater has been entering the sanitary sewer. Staff described a video showing water pouring into the structure during heavy rain; Empire offered a hydrophobic-grout-style manhole repair at approximately $4,700 and the council approved funding for that repair. The council additionally approved a "mastic" crack-seal proposal from Neelon for marked spots around town under a do-not-exceed quote discussed in the packet (the transcript cited a 'do not exceed' figure near $17,000 for that work). A council member emphasized scheduling mastic before chip sealing so repairs are not immediately disturbed.

The motions on the sewer and street items were seconded and carried on voice votes. Council members and staff noted that some amounts (contract estimates and portions of large invoices) may be subject to clarification when final invoices and funding sources are reconciled.
