Lamont applies for $126,997 state CDBG grant to repair three owner-occupied homes

Lamont will seek $126,997 in federal Community Development Block Grant (CDBG) funds to finance an exterior home-rehabilitation program for three low-to-moderate-income owner-occupied houses inside city limits but outside the 100-year floodplain.
Cindy Knox of the Iowa Northland Regional Council of Governments presented the application and the updated housing needs assessment during a public hearing July 14. Knox said the city will not contribute local funds for the $126,997 project and that, due to program rules, the funds would benefit only low-to-moderate-income households. Knox added the only anticipated relocations would be temporary moves required for compliance with lead-based paint rules.
No members of the public spoke for or against the proposal during the hearing. After presentation and questions, the council voted unanimously to authorize the mayor to sign the CDBG grant contract and related federal assurance forms and adopted an administrative plan for the exterior housing program. Council also approved contracts for general administrative and technical services with the Iowa Northland Regional Council of Governments to manage the program (approved as Resolutions 21-18 through 21-22).
The application was scheduled for submission to the Iowa Economic Development Authority on or after July 15, 2021. If funded, the city intends to use the award to rehabilitate three owner-occupied units that meet the program’s income-eligibility and non-floodplain requirements; the council did not identify a local funding match.
The council closed the public hearing after receiving no oral or written comments. The next administrative step is execution of the grant contract and technical services agreements with INRCOG.
