Board debates FSBA membership, keeps three-member presence and assigns advocacy seat

Marion County school board members spent substantial time at their June 23 meeting debating the district's Florida School Boards Association (FSBA) memberships and advocacy representation.
Board members weighing the cost-benefit of membership cited professional development value, legislative influence and training access. Dr. Allison Campbell, who serves as the association's president, described the leverage Marion County gains from sustained FSBA participation and warned that reducing membership could eliminate the district's advocacy seat and diminish its influence on platforms the association develops.
Cost concerns were central to the discussion. Board members noted tiered FSBA dues based on student population and described the master-board option (a higher-cost training tier) as potentially valuable but not affordable at present. One member noted the master-board fee at approximately $3,000 per person; board-level membership fees for the district were discussed in the context of a July invoice due for renewal.
After deliberation the board agreed to maintain three FSBA board-member memberships for 2026–27 and to submit names for advocacy representation: Board Member Nancy Thrower as the advocacy representative and Reverend Dr. Eric Cummings as the alternate. The board asked staff to remit the July membership payment and to bring related considerations back for future discussion.
Board members also requested exploratory, two-way conversations with FISBIT (the Florida School Board Insurance Trust) and requested that FISBIT representatives be invited to an upcoming work session so the board can jointly evaluate potential long-term cost savings for property, casualty and other perils coverage.
The discussion closed with procedural clarifications about how membership seats are assigned and a note that any change in membership numbers could affect Marion County's ability to hold leadership seats within FSBA caucuses.
The board did not take a formal vote to change the membership structure; the consensus and the directive to pay the July invoice and appoint the advocacy representative were captured in discussion and subsequent clerical actions.
