Goodhue council approves consent agenda, hazard mitigation plan, utilities amendment and event permits

The Goodhue City Council on Nov. 26 approved a series of routine and time-sensitive items, including consent-agenda contracts and resolutions, an amendment to the gas utilities ordinance and authorization to pursue event permits for Dec. 7 holiday activities.

On the consent agenda the council approved a 2025 health-care renewal, a façade-improvement grant program agreement, a State Building Code administrator agreement with Goodhue County, a prosecution services renewal for 2025, and related budget and assessment certifications. The consent agenda also listed Resolution 2421 establishing the Goodhue Economic Development Authority and Resolution 2418 adopting the assessment for the 2022 Fourth Street and Broadway Street project; the consent motion passed without further debate.

In new-business votes the council approved Resolution 2420, granting an off-site gambling permit for a Dec. 7 event, and also moved to forward a temporary off-site liquor license application for the Good U JC’s Dec. 7 event to the state for approval. Staff warned the application was submitted late and state approval was not guaranteed; the organizer told council they expected to serve mostly beer and wine and estimated selling about 60–70 drinks to roughly 50 attendees.

Council also approved an amendment to Ordinance 136 to expand Gas Utilities Commission participation to all gas customers (not only residents) and to change a timing provision to end on Dec. 31. The council adopted Resolution 2423 to accept inclusion in the 2024 Goodhue County Hazard Mitigation Plan, a required step to remain eligible for certain mitigation programs.

Council voted to approve a revised driveway permit form (a documentation tool rather than a standalone permit ordinance) and directed staff to continue standard processing. The meeting concluded with approval of the bills and adjournment.
