Councilors responded that the engineer provided the assessment calculations and that the method — based on frontage and the engineer’s formula — had not changed since the prior calculation two years earlier. A council member asked staff to submit the resident’s questions to the city engineer for a detailed explanation.
The public hearing was closed by motion and vote. Later on the agenda the council approved, as part of the consent agenda, Resolution 2418 adopting the assessment for the 2022 Fourth Street and Broadway Street improvement project and related certification of assessments to the county (resolutions listed on the consent agenda included Resolution 2422 and the adoption of the assessment). The consent items passed without additional debate.
The council did not provide a detailed engineer explanation at the meeting; staff committed to asking the city engineer to explain the assessment formula and to report back to the resident and council.
What happens next: staff will relay the resident’s questions to the city engineer and report findings to the council. The adopted resolution places the final assessments on the county rolls as specified in the consent action.
