Council approves final payment for Fourth/Broadway project and several routine motions

The city council on Sept. 25 approved several routine but budget-impacting items, including final payment for the Fourth Street and Broadway Street project and a purchase of public-works equipment funded by the sale of surplus parts and remaining capital-outlay (C.O.) funds.
Council members voted to approve the final change order and pay application for the Fourth Street and Broadway Street project, which staff said completes the project and triggers assessment work to reimburse the general fund for interim payments. The packet contained the final payment amount, which was read during the meeting and is recorded in the council packet.
The council also approved using proceeds from the sale of a blade found at the wastewater treatment plant — $3,550, according to the meeting — together with the remaining C.O. balance to purchase a bucket, grapple and hitch for the loader to speed storm cleanup and snow removal. A council member said the additional attachments would reduce staff time and improve efficiency; the motion to use $3,550 from the blade sale and the remaining C.O. funds was seconded and carried by voice vote.
Other actions taken included approval of minutes from the Sept. 11 council work session and adoption of the consent agenda by voice votes, authorization of an off-site gambling permit for the Alliance organization’s Dec. 14 event, and approval of routine bill payments. The motions were moved and seconded on the floor and carried; no roll-call tallies were read in the recorded segments.
The council adjourned after the votes. Staff said assessment work on the street project will follow and that assessment receipts are expected to replenish the general fund amount advanced for the project.
