Lamont council approves FY21 finance report, denies dangerous-breed dog permit and OKs tree removal and equipment purchases

Lamont — The Lamont City Council approved its Annual Finance Report for fiscal year 2021 and carried several routine motions during its meeting on Wednesday, Oct. 13. Mayor Mary Ann Dozark called the meeting to order at 7:00 p.m.; the meeting adjourned at 7:49 p.m.
The council adopted the Annual Finance Report FY21 as Resolution 21-26. The meeting record lists expenditures by fund totaling $45,812.78 and September receipts totaling $33,258.63. Council member McTaggart moved for adoption; the motion carried with ayes recorded as Devlin, Lamphier, McTaggart and Burington.
In other business, Council member McTaggart moved and Council member Devlin seconded to deny a request from Tim and Amanda Krogmann for a dangerous-breed dog permit under 56.05. The motion carried with ayes from Lamphier, Burington, Devlin and McTaggart.
Compliance Officer Brian Lau told the council that six nuisance properties have been forwarded to the city attorney and are in a 14-day warning period before potential magistrate court action. Lisa Kremer, director of Buchanan County Economic Development, briefed the council on grant opportunities and BCEDC partnerships that offer leadership programs, workshops and apprenticeships for local businesses and communities.
Fire Chief John Cook reported five medical calls, one fire and two vehicle accidents since the last meeting. He said air packs will be tested next week, the department will hold a "Battery Up" event on Nov. 1 from 5 to 7 p.m., and the department is applying for an Iowa DNR grant to purchase lighter gear for CRP burn operations.
On public-works items, the council accepted a $3,025 quote from John Keppler for city tree removal. It also approved purchasing used diesel tanks from Tim Rathe and a pump from Norby’s; the meeting record does not list the purchase prices. Those motions were approved unanimously.
The meeting began with approval of a consent agenda that included the October agenda, the September minutes, payroll and vendor payments. The minutes list multiple wage and vendor payments; key vendors and payroll items were recorded as part of the consent approval.
The council received a monthly activity report from the Buchanan County Sheriff’s Office. Deputy Gallery reported 32 deputy hours for the month and listed calls for service including accidents, an alarm, barking-dog complaints, dog removal, trespassing and a welfare check.
The council adjourned after a final motion by Council member McTaggart and a second by Council member Burington.
