Gaylord staff presented a comprehensive rewrite of the city's zoning ordinance and the council approved Ordinance 366 on first reading.
Staff described the draft as a large, multi-section update (approximately 135 pages in the packet) prepared by the Planning & Zoning Commission. The commission recommended several substantive changes, including consolidating three industrial districts into two (a move staff described as aligning with common planning practice), and adding 11 new sections and expanded definitions to modernize land-use regulation.
Councilmembers and staff emphasized that the rewrite is iterative: the ordinance will return for subsequent readings and edits, and the Planning & Zoning Commission and staff expect to make future amendments as zoning needs evolve. Staff noted the commission also will need to amend the zoning map where district consolidations occur so that property designations align with the new code.
The council took the item as a first reading; staff said the ordinance will be published in summary and placed on a future agenda for additional readings and final adoption.
"These things are never an end to all — theyare always evolving and changing," one staff presenter said, describing the code-update process. The council did not change the ordinance text at the first reading and confirmed it will return for future consideration.
