Skyview High phasing plan: board previews staged opening and depot‑style transportation during transition

Under the recommended approach, Skyview would open in 2026‑27 with 9th‑ and 10th‑grade students attending by opt‑in. Year 2 would add a 9th‑grade cohort composed of students who live inside the approved boundary; year 3 would establish a full 9–12 comprehensive high school with no general opt‑out for students living inside the boundary. Dr. Reid told the board the staggered plan mirrors past phased openings and reflects the fact that some campus elements (fields, on‑site athletic infrastructure) are not yet complete.
On transportation, staff recommended a depot (regional hub) model during the phased period for students coming from outside the boundary to help manage fleet efficiency and travel times. That means students attending skyview by opt‑in from outside the eventual boundary would be shuttled from regional hubs (often a feeder middle or elementary site) rather than have a full set of neighborhood bus stops. The board was asked to weigh equity concerns about longer commutes for opt‑in students. "Transportation is guaranteed, but it may look different depending on where students live," Dr. Reid said.
VHSL (athletics/activities) eligibility was another focus: in year 1 Skyview would not be a VHSL member and students could continue to participate in VHSL at their base high school; by year 2 Skyview would become a VHSL member and students attending Skyview would be eligible at Skyview rather than at their former school. Staff and the activities director will work through scheduling and shuttle plans for practices and competitions during the transition.
Board members and public commenters asked for plain‑language materials and earlier distribution of finalized plans; several members urged staff to publish a concise one‑page summary and to post clear FAQ updates before the public hearing. The board did not vote on the plan June 25 and will take action at the July 16 meeting after the public hearing.
