Black said the easement was drafted by the county and the city has reviewed the location on aerial maps and plats in the council packet. He asked the council for approval to grant the easement to the county so the county road project can proceed.
The council approved the motion by voice vote after a motion and second; the record shows the motion carried with an affirmative voice vote.
The decision clears a procedural step for the Casat 21 project, which staff said will require additional engineering and county coordination before construction begins in 2026. The council did not discuss amendments to the easement language or conditions beyond confirming the county drafted the document.
