Council members closed the public hearing and approved the ordinance by voice vote.
Councilors also discussed permit mechanics. Staff explained that permit renewals will be on a three‑year cycle rather than annual renewals, which matches changes already made in the fee schedule. Several council members objected to language allowing a physician statement in lieu of a valid driver's license; the council directed staff to remove the physician statement option and keep a driver's license requirement to ensure safety.
During debate, a council member noted the change was prompted by a resident's request to allow nighttime use of an ATV. Staff said the ordinance eliminates a prior incremental‑weather provision and consolidates equipment and permit requirements in Chapter 72.
Ordinance 368 was adopted on voice vote. The hearing record shows no public speakers who opposed the change; staff will prepare the revised ordinance language with the permit and driver license clarifications and bring it back for implementation.
