The Eldora City Council tabled a proposal to change the city's post-offer pre-employment screening vendor after extended discussion about differences in test methods, workers' compensation liability and the value of objective baseline measurements.
Administration proposed switching from the current provider (which uses objective CRT joint-level testing) to Hansen Family Hospital, which offered a lower per-test price (staff cited roughly $245 vs. $315 at the prior provider) and closer convenience for new hires. "I'm recommending to the council to switch all of our services to Hansen Family Hospital," a staff presenter said, noting potential cost savings and local access.
Medical and HR staff warned the council that Hansen's back screening and range-of-motion approach is more subjective than CRT machine readings and might be less defensible in contested workers'comp claims. Crew-heavy departments (EMS, police, public works) were identified as having higher exposure to lifting-related claims, and councilmembers asked for input from the city's workers'comp insurer and clearer position on how objective the baseline must be by job classification.
After debate the council first took a voice vote on a motion to remain with the current CRT-based provider (a mixed outcome in the meeting transcript), then another motion to table the matter for further review carried; the item was formally tabled so council can obtain additional details.
Next steps: staff will gather supplemental information including insurer input, job-description-based screening requirements, utilization data and a clearer cost projection before returning the item to council.
