Box Elder County approves Substance Abuse and Mental Health Area Plan

The Box Elder County Commission voted May 27 to approve the Substance Abuse and Mental Health Area Plan required by state statute as part of a planned integration between Bear River Health Department and Bear River Mental Health.
Jordan Mathis and Trevor Cook explained the plan and said the consolidation will be functional by July 1, 2026; services expected to be affected include case management, housing, detox and prevention. Mathis said the integration will allow capitation for Medicare and provide additional oversight.
Commissioner Lee Perry moved to approve the plan, Commissioner Boyd Bingham seconded, and the motion carried on a roll-call vote: Chairman Tyler Vincent Yea, Commissioner Bingham Yea, Commissioner Perry Yea.
Mathis and Cook also announced an open house at the Receiving Center on June 24, 2026 to explain services to the public.
