Box Elder County adopts 2024 fire codes and approves wildfire cooperation with state

Box Elder County commissioners voted May 27 to adopt updated fire-safety standards and to formalize wildfire response cooperation with the State of Utah.
Fire Marshal Kevin Lloyd presented the 2024 International Fire Code (IFC) and an Appendix, telling commissioners the state approved the update and it will take effect July 1, 2026. Commissioner Lee Perry moved to adopt the code through Resolution No. 26-15; the motion passed unanimously on a roll-call vote of Chairman Tyler Vincent, Commissioner Boyd Bingham and Commissioner Lee Perry.
Lloyd also presented the 2024 Wildland-Urban Interface Code (WUIC), noting the county had been operating under the 2006 edition. Deputy Attorney Anne Hansen said the state’s adoption means the WUIC will go into effect in 2027 in the county’s jurisdiction. Commissioners adopted Resolution No. 26-16 to implement the 2024 WUIC, again unanimously.
In a related action, the Commission approved Cooperative Agreement No. 26-22 with the Utah Division of Forestry, Fire and State Lands. The agreement establishes responsibilities for initial attack, delegation of fire management authority, training and reporting and clarifies when the state assumes fiscal responsibility for extended suppression costs. The county’s approval was unanimous.
Commissioners said the updates reflect statutory changes and aim to align local standards with state guidance; no substantive local exceptions were recorded in the May 27 meeting minutes.
