Livermore council adopts FY26–27 master fee schedule with new housing‑verification, PV and card‑room fees

The Livermore City Council on June 22 adopted a resolution approving the fiscal year 2026–27 Master Fee Schedule, a consolidated list of city fees intended to recover the actual cost of city services.
Eric Peterson, finance manager, told the council most fees are automatically adjusted by CPI (2.5% this year) and highlighted new or modified charges: a unit home‑buyer eligibility verification fee for developers that manage their own affordable homebuyer selection process; a $1,000 photovoltaic system fee for commercial systems up to 50 kilowatts consistent with Assembly Bill 1132; clarified re‑roofing and residential remodel fee categories; updated card room license, renewal and amendment fees to reflect current fully burdened staff rates; and a $3,500 construction meter deposit in the water division to cover replacement costs.
Peterson stressed the fees are intended to recover costs and not to generate profit. When asked for an example of the total fee load on a typical new home, staff said an average fee load for a 2,500 square‑foot home is about $230,000, of which roughly $57,000 are pass‑through fees to other agencies.
Council Member Berentos moved and the council adopted the resolution unanimously. The new schedule supersedes Resolution 2025‑102 and will be incorporated into staff billing and permitting processes as applicable.
