On a roll‑call vote, the motion to approve the 28E agreement failed (council recorded opposing votes). Council members said the item will be brought back for further discussion after the chief provides input and staff provides documentation on how incident‑commander decisions are recorded and how long mutual‑aid responses have lasted in recent incidents.
