Madison County approves fifth amendment to American Battlefield Trust agreement after reappraisal yields additional funds

Madison County’s Fiscal Court approved a fifth amendment to the agreement among the county, the City of Richmond and the American Battlefield Trust to secure additional time for federal grant processing and a conservation easement aimed at preserving a historic property.
Jill told the court that federal funding delays prompted the Trust to request more time to finalize a conservation easement and that a reappraisal of the subject property produced roughly $62,000 in additional funds that will come to the county. The amendment retroactively sets the term to begin March 31, 2026 and end Dec. 31, 2026, and leaves other provisions of the agreement in place.
After brief discussion acknowledging the lengthy process, the court moved and seconded the resolution and approved it by roll call. The judge executive or his designee was authorized to negotiate and execute contracts necessary to finalize the amended agreement.
