Committee members instructed staff to prepare redlined revisions to the employee handbook and draft ordinance text to reflect recent bargaining-unit changes and organizational adjustments.
Nevada said the handbook needs updates to job titles, the organization chart and pay/leave schedules to mirror executed collective-bargaining agreements. "The handbook does need some updates," Nevada said, noting the city clerk now serves as city clerk/finance manager and some deputy roles no longer exist.
Council members asked staff to present a redline version showing all changes and to prepare ordinance language to add the assistant city administrator as a city officer. Members also asked staff to study whether utility positions — including a utility administrative manager and water/electric superintendents — and the building official should be added to city code. Some council members noted the utility board would likely need to concur on changes affecting utility positions.
The committee asked for job descriptions and sample resolutions and directed staff to bring both handbook redlines and ordinance drafts back for review. No final ordinance language or adoption took place at the meeting.
