Council approves change order to start sanitary sewer lining project earlier

The chair brought forward a resolution to approve Change Order No. 1 for the sanitary sewer lining rehabilitation project, asking the council to advance the contractor's start date from the April 14 contract date to February 17. A staff member said the contractor reported an opening in its schedule and could begin sooner and described this as a zero-cost timing change.

Staff detailed operations and resident impacts, saying mainline work would aim for 4'6hours of downtime with services reinstated the same day, followed by a subcontractor visit one to two weeks later for sealing that could take an additional two to three hours. The presenter said the contractor's method uses a resin that performs at temperatures down to around 20 degrees, reducing cold-weather risk, and that the city planned to notify affected property owners by letter and phone. The staff member also said the project team would offer last-minute accommodations and noted porta-potty placement would be considered only if absolutely needed.

Councilmember John moved the resolution, it was seconded, and the chair called for a roll call; staff confirmed the corrected resolution date should read February 17. The council advanced the change order on the motion (roll-call conducted as requested). The project team will send notices to impacted residents and will provide more precise timing when crews schedule service interruptions.

The change order affects schedule only; staff said there is no change to the contract price. Staff also noted planned sequencing to limit household downtime and follow-up sealing visits to minimize resident disruption. The council moved on to the CIP presentation after the vote.
