Knox County commissioners approve paving payment, fund release and union contract

Jason Booth presented the contractor’s application for payment No. 1 to Smalls Asphalt Paving under the county’s 2026 annual reservicing contract, showing a first payment of $147,871.48 and a total bid of $674,391.93; the board moved and voted to approve the payment. "This is just obviously the first payment process," Booth said when introducing the item.
The board also approved the county auditor’s release of permissive auto tax funds totaling $87,763.49 to the city of Mount Vernon for completed improvements to Terrell Drive between Bara Drive and New Cam Road as part of the 2025 reservicing project. The release was made on the county engineer’s recommendation.
In a separate action the board approved a service and license agreement with Pivot Link Partners LLC related to county website services; meeting discussion indicated this was a follow-up to a website agreement signed two weeks earlier.
A submission from Jeff Pickrol certified delinquent water and wastewater accounts for collection by the county auditor (many accounts were noted as located in Apple Valley); the board approved sending those accounts to the auditor for collection. Individual line amounts were discussed in the meeting documents; the transcript references a spreadsheet amount of $10,748 for one entry but the full totals were not read into the record.
Chair members also signed a letter of support for Knox Community Hospital’s application to a rural health transformation program (referred to in the meeting as the "healthier earth Ohio initiatives").
The board ratified a Job & Family Services union contract that included a 3% pay increase and alignment of personal days with county policy; the chair said the contract was ready for the three commissioners to sign.
