Union City council approves easements, subdivision, pension obligation and small property purchases in 10-minute actions

The Union City Borough Council on Aug. 13 approved a series of routine administrative, land and funding actions, most by unanimous vote.
Council adopted a corrected agenda and approved the July 23 minutes. Council retroactively approved an easement with property owner Anthony Hickey at 104 East High Street authorizing the Borough to install a catch basin and accept responsibility for two catch basins and about 60 feet of pipe between them; the property owner will construct and maintain a ditch. The Solicitor will formalize the easement agreement.
Council received the 2025 Minimum Municipal Obligation (MMO) notice. The required payment for the non-uniform retirement plan was $48,029 and the police pension obligation was $0; council approved the MMO amounts. Council also approved a subdivision request combining a portion of 92 West High Street with 88 and 90 West High Street after Erie County Planning had approved the survey maps.
Council approved a retroactive $500 purchase of a small parcel adjacent to Municipal Lot #3 (from 8 South Street) after survey and solicitor review. The council also approved an easement with the American Legion allowing installation and maintenance of a kayak/canoe launch along French Creek at the ball field; the launch will be installed with funds from the PA Fish and Boat Commission and the PA Environmental Council. Public Works agreed to assist the volunteer fire department with a demolition at 10 Market Street without providing a backhoe.
Council agreed to change regular meeting dates for September through April to the first and third Monday of each month at 6:30 p.m.; the next meeting was set for Aug. 27, and because of Labor Day the September meeting will be on Sept. 16. The meeting adjourned at 7:06 p.m.; a second executive session on personnel and contract ran from 7:06 p.m. to 7:52 p.m.
