Council deadlocks on recommended police hire; approves retroactive appointment for code enforcement

At its July 9 meeting, the Union City Borough Council did not approve the recommended full-time hire for the police department but did approve a retroactive appointment for a code enforcement officer.
Police Chief David Pernice told council that Kenneth Fye had passed civil service testing and background checks and recommended hiring him as a full-time officer. Councilor Steadman moved to hire Fye, but the motion "failed for a second" and therefore died; council recorded no reason at the meeting for why the motion lacked a second. Chief Pernice later asked councilors why the motion died but received no explanation during the session.
Separately, the Personnel Committee had interviewed Mark Zigler and recommended him for Code Enforcement Officer. The council moved retroactively to appoint Zigler, with Councilor Osborn moving the motion and Councilor Joyce seconding. Councilor Uber opposed the appointment, saying Zigler should reside in the borough, but the motion carried.
Councilors also discussed summer public-works help and mowing contracts: the borough received three lawn-care quotes ranging from $750 to $1,200; Capela Landscape was selected to perform four weeks of mowing beginning July 8 and may continue beyond that period if needed. The borough also received a candidate from Adecco to serve as summer help at approximately $18 per hour.
The council indicated the hiring of Fye may be revisited at a future meeting; the minutes did not specify a new date for reconsideration.
